Financial Management Research & Resource Society (FMRRS) is a Society registered under Registration of Societies Act, 1860 with the Registrar of Societies, Delhi. It was the culmination of an attempt by the serving and retired members of the Indian Civil Accounts Service (ICAS) to create an institution – a center of Excellence in the sphere of Public Financial Management. FMRRS has a reservoir of knowledge and experience in all matters relating to Government Financial Management. Its members number is at present about 60, and these are all senior serving and retired ICAS officers who possess in-depth knowledge of public finance including experience of working with International Monetary Fund, World Bank and other International organizations. Besides, the Society has on its roll professional Chartered Accountants and Cost Accountants with experience of work of the private sector. Shri B.S. Thapliyal, ICAS was the first "Founder President" of the Society.
The biggest Indirect Taxes Reforms on Goods and Service Tax are being implemented. FMRRS is also trying to conribute to the Reform by conducting Training Programmes on it. So far it has conducted 5 Programmes on it at Delhi and the Sixth one is scheduled on 22-23 Novemebr, 2017 at Mumbai. Ms Malti Gopalan and Mr. Ramankutty are the Consultants of FMRRS, who are organising the Training Programme at Mumbai.
Recently the Governing Body of FMRRS has approved the giving of FMRRS Awards for Excellence in Public Financial Management to honour exceptional contributions.The first Awards will be given on 1st March, 2018. See details under Aboutus/ Downloads.
FMRRS has also decided to start a "Public Financial Management - International Practice" Course from this year. The main objective of the Course will be to groom existing PFM Professionals for assignments (Multilateral/ Bilateral) in an International Environment. FMRRS pays sincere tributes to its Founder President Shri B. S. Thapliyal who left us for his heavenly abode on 19th October. He was an Officer and a Gentleman and made great contributions to ICAS. He was always helpful and positive and had many firsts to his credit. First ICAS Finance Secretary in a U. T., Setting up of CPAO, CCA of MHA, Shipra houses, Silver Jubilee Celebrations, Setting up of FMRRS and then guiding it for several years and writing the History of ICAS have been some of his achievements in India. He had also worked abroad as IMF Adviser in Turkmenistan, Moldova, Georgia, Malawi and Lesotho during the years 1992 to 2002.
He will always have a place in our hearts for his generosity, cheerfulness and brilliance.
