Sh. J P S Chawla is a retired officer of the Indian Civil Accounts Service (ICAS) of 1985 batch. He superannuated while being the Controller General of Accounts, (CGA) to the Government of India. he worked as Principal Chief Controller of Accounts, Central Board of Indirect taxes & Customs (CBIC) from 2017 to 2018. he worked as ADG (B&A), Finance in Prasar Bharati. Prior to Prasar Bharati, he was with Ministry of Urban Development (2007 – 2010) where he worked as Member (Finance) in Works Advisory Board of CPWD, which carried out major projects of construction of Houses for Tsunami victims in Andaman & Nicobar Islands.

Shri M. Pran Konchady

Shri M. Pran Konchady is a retired officer of the Indian Civil Accounts Service (ICAS) of 1982 batch and is the former President of FMRRS (Financial Management Resource & Research Society). Prior to this he was the Vice President of FMRRS from November, 2016 to December, 2017. He retired as Additional Controller General of Accounts, (Additional CGA) Ministry of Finance, Govt. of India.

Shri M. Pran Konchady has a rich experience in the field of PFM and has worked as European PFM Specialist in Lesotho from January, 2018 to May, 2018. He has also worked as IMF Regional PFM Advisor in West Africa from 2012 -2014, World Bank PFM Advisor, Liberia from 2005-2006. Prior to this, he was Liquidator & CEO, Indian Road Construction Corporation Limited from 2001 to 2017. He held the post of Chief Controller of Accounts in the Ministry of Agriculture (2002-2005), Surface Transport (1999-2002), Director Finance, D/o Telecom, Bengaluru from 1994-98 and Financial Controller of Ministry of Civil Aviation & Tourism, New Delhi from 1991-1994.

Shri Manoj Sethi

Shri Manoj Sethi is Joint Secretary to Government of India and presently working as Joint Secretary & Financial Adviser in the Ministry of Youth Affairs & Sports. He belongs to the 1993 batch of Indian Civil Accounts Service. He has served in various Ministries/Departments of Government of India in different capacities and also has wide experience of financial management of Municipal functions like electricity distribution, water supply, civil and electrical engineering, public health, medical services, education, property tax, horticulture, etc. He was a member of project team in the Department of Revenue, Ministry of Finance from 2015 to 2020, for implementation of GST in the country. In the capacity of Chief Controller of Accounts, Central Board of Indirect Taxes, he led his team to successfully implement the project of real time accounting of GST through ARPIT (Accounting & Reconciliation Portal of Indirect Taxes) Portal in the Central Government. He was awarded by the Hon'ble Finance Minister in 2019 for rendering dedicated & meritorious service & promoting excellence in Administration of GST. He is on the Governing Board of several autonomous bodies including National Sports University, Imphal, (Manipur) and Sports Authority of India. He has served as Government nominee Director in ITDC and NPCC. Shri Chander Prakash is a retired Scientist of the Government of India and he superannuated while posted in National Informatics Centre, Min. of Electronics and IT, as Sr. Tech. Director/ Scientist-F. He has a rich experience of automation & digitization during his long association of 37 years with Government of India. He handled Projects - All India Central Excise and Service Tax Computerization Project from 1980 to 2011, Council for Advancement of Peoples Actions and Rural Technology (CAPART). He earlier worked in the Ministry of Rural Development from 2011 to 2014 and also as Head of the Department of Central Excise and Service Tax Division from 2014 to 2017. Shri Chander Prakash a hands on knowledge and experience in the activities of System Study and design, Database Design and development, Application Software Development, security audit, rollout and maintenance, Application Monitoring and Troubleshooting, user training. He also had the responsibility of Procurement of Hardware and deployment support, Network Co-ordination and Support, Security Audit of Hardware. Shri Chander Prakash hold a M.A. in Economics, PG Diploma in Business Management, Computer Programming from the prestigious IIT Delhi. Shri Chander Prakash is a Member of IVA Team (FMRRS) for Himachal Pradesh Public Financial Management Capacity Building Program and Assam State Public Finance Institutional Project. • A Civil Servant having 22 years of rich experience in various ministries of Government of India (GOI). He is currently working as Joint Secretary in Ministry of Electronics and Information Technology. He is handling e-Governance Division, International Co-operation Division, Co-ordination Division and Parliament sections of MeitY. • He has wide experience of working on the programme side and finance side in diverse sectors such as Ministry of Home Affairs, Economic sectors (Department of Fertilizers), social sectors (Health) as well as on revenue side of the Government of India. He is an Indian Civil Accounts Service officer of 1998 batch and currently posted in Ministries of Rural Development and Panchayati Raj, Government of India.
